Request for Proposals

The Grundy Livingston Kankakee Workforce Board in partnership with County of Kankakee are soliciting proposals from qualified organizations to provide workforce development services under the Workforce Innovation and Opportunity Act (WIOA) in the three-county area covered by Local Workforce Area #11 which includes Grundy, Livingston, and Kankakee counties.

A bidder’s conferences will be held.  It is not mandatory that bidders attend; however, Workforce Board staff encourage all interested organizations to attend.  The bidder’s conference is scheduled for Tuesday, October 23, 2018 at 1:30 pm to be held at the Grundy Livingston Kankakee Workforce Board, 200 E. Court Street, Suite 506, Kankakee, IL.  A conference call number is available for organizations to participate in the bidder’s conference which are unable to attend in person.  Organizations are to email lrussell@glkwb.com by 5 pm, October 22, 2018 to request the conference call number.  Any request received after this date and time will not be entertained.  

Inquiries regarding this RFP should be directed to Ladonna Russell via email to lrussell@glkwb.com.  Questions must be presented in writing by October 19, 2018.  Questions other than those presented in writing by the due date will not be entertained.

 A summary of all questions received from prospective respondents and answers will be posted on the Workforce Board website following the Bidder’s conference.

 The deadline for submitting proposals is 12:00 pm (noon) on January 16, 2019.

Adult: 262 individuals enrolled

Dislocated Worker: 153 individuals enrolled

 

Is profit and admin allowed? Where should that be indicated on the budget form?

Pursuant to 2 CFR 200.400(g), non-Federal entities may not earn or keep any profit resulting from Federal financial assistance, except as authorized by WIOA Section 121(d) for One-stop operators or service providers which are for-profit entities. Thus, the bidder must be for profit entities in order for profit to be allowed.  The amount allowed would be part of the contract negotiations, not to exceed the maximum of allowable of 10%. 

Profit should be indicated under the professional fees on the budget form with a detailed explanation under Section III, Part B.8. Financial Plan.

 Who is the current provider of these services?

Kankakee Community College is the provider for Kankakee and Livingston Counties.

Joliet Junior College is the provider for Grundy County.

Do we need to budget for facilities costs at the Career Centers?  If so, is there an estimate of operational costs and what expenses are included?

Yes, budgets will need to include facility costs.  Below is the operational budget for the Kankakee Workforce Services office and the Livingston Workforce Services office.  The Grundy County service provider provides facilities costs for the Grundy Workforce Services office as an in kind contribution so there are no facilities costs charged to the program.
